完全失能老人长期照护保险研究

A Study of Long-term Care Insurance for Totally Disabled Elders

近年来,党和国家领导人一再强调民生问题要"保基本、托底线、救急难"。目前中国的2亿老年人口中,处境最为艰难的是1200万之多完全失能老人。如今的当务之急,是立即考虑制定对完全失能老人提供社会化长期照护的政策乃至形成稳定的制度。中国社科院社会政策研究中心联合部分大学和老年服务机构为此做了题为"完全失能老人长期护理保险研究"的课题,并以调研成果为基础,设计一个将市场化的保险项目和准市场化的老年服务结合起来的实施方案。

At present, as many as 12 million disabled elders are in a pitiable plight among 200 millionsenior citizens. Therefore, top priority should be given to making policies on long-term socialized care for to-tally disabled elders and further establishing steady institutions. Social Policy Research Center of ChineseAcademy of Social Sciences, together with some universities and eldercare agencies, conducted a project en-titled'A Study of Long-term Care Insurance for Totally Disabled Elders,'and designed a scheme integrat-ing market-oriented insurance with quasi market-oriented eldercare based on research findings.
