制约我国农民收入增长的因素是多方面的。从经济学、社会学等角度分析 ,我国现存城乡二元结构的社会制度安排 ,现实农业生产力水平 ,使农民无法通过经营农业增加收入。我国经济发展、产业结构升级、国家投资、科技、教育等发展政策规定 ,使农民无法通过经营非农产业增加收入。改变近几年来农民收入增长速度减缓状况 ,要在社会政策制定、城市化建设、加快农村产业化建设、农村税费体制改革等方面进行调整与改革。

There are many factors restricting the increase of the farmers incomes in china.Analyzed from economical and sociological point of view,it is concluded that the existing binary structure determined by our social system and the level of production forces can't make farmers increase their incomes through their hard working.The economical development,upgrading of industry structure,national investment,technology and education also prevents farmers from increasing their incomes through management of non-agricultural products.Therefore,in order to change the slow increase of farmers incomes in recent years,the government should adjust the policy in city construction,speed up the industrialization of countryside and reform the tax system in countryside,which is very important for farmers.
