《学校教职工代表大会规定》的颁布与高校教代会制度建设

Enactment of The regulations of faculty congress in universities and the construction of delegates’ congress system in universities

随着《学校教职工代表大会规定》(以下简称为《规定》)的颁布实施,高校民主管理建设再一次被提上日程。本文在分析教职工代表大会制度成立20多年以来,通过与《高等学校教职工代表大会暂行条例》(以下简称为《暂行条例》)内容的比较,阐述《规定》中的制度创新点。并针对当前高校教职工代表大会制度在运行中存在的问题提出相应的对策,推动高校现代大学制度的建设与完善。

With the enacting and implementing of The regulation of faculty congress in universities (hereinafter referred to as the〞regulations〞), the construction of democratic management in universities is put on the agenda again. This article analyses the faculty congress system which was founded 20 years ago, and through comparing with The provisional regulations of faculty congress in universities (hereinafter referred to as the〞provisional regulation 〞), it states the system innovative points in the regulations. Also this article proposes the corresponding countermeasure against the problems which exist in the running of the faculty congress system in universities, therefore, to promote the construction and improvement of modern university system.
