试论地方主导产业的选择——以吉安为例的分析

正确地选择和确定主导产业,是事关地方经济发展的重大问题。选择主导产业的理论依据主要有:筱原三代平的“两基准”,赫希曼的不平衡增长理论及其产业关联强度基准,罗斯托的产业扩散效应理论和经济成长阶段理论等。选择和确定主导产业应考虑其是否符合以下条件:必须有利于推动产业结构高度化;必须以创新活动和创新能力为核心;必须考虑地区要素禀赋;必须有充足的市场需求。依据这些观点,本文分析了吉安在主导产业选择上的不足,提出选择主导产业要有科学依据、全局观念、整体利益和市场意识,认为吉安在今后一个时期拟选取电子信息产业、电力工业和旅游业作为主导产业。
