培养、选拔、使用党外干部是党的干部工作的一个重要方面,是坚持和完善中国共产党领导的多党合作和政治协商制度的必然要求;要坚持正确的用人导向,在'德才兼备'的标准框架下赋予德、才内容新的时代特点;要创新用人机制,统筹兼顾,开发资源,加强培养,加强合作。

The training,selection,and placing of cadres outside our Party is an important aspect of our Party's cadre work,and is something necessary for maintaining and perfectiong the system of multi-party cooperation and consultation under the leadership of the CPC.We must stick to the correct direction of choice of talented persons,and judge a person's ability and integrity from a new-era point of view when sticking to the standard of ″having both ability and integrity″.We must also renew the personnel placement mechanism,and take all factors into consideration,exploiting all available human resources and doing a good job on cooperation in the training of cadres.
