The Analysis on US Foreign Aid towards West Europe during Truman Administration

二战结束后,杜鲁门政府时期美国开始了战后大规模的对外援助。经济援助中最重要的是欧洲复兴计划,它对战后欧洲的经济发展起到了积极的推动作用,也是美国进一步控制西欧对抗苏联的重要步骤。另一方面,随着冷战的进一步加剧,美国政府认识到仅仅依靠经济援助不足以抵制苏联的威胁,因而又将援助重点转向了军事援助,希望在军事实力上与苏联抗衡。由于援助重点的转移,双方的对抗也进一步升级。

After the World War II,the Truman Administration carried on large-scale foreign aid.The most important part of economic assistance was European Recovery Program,which not only played a positive role in promoting economic development of Europe,but also was a significant step by which American could achieve its further control of Europe in order to confront the threat of Soviet Union.On the other hand,because the Cold War became more intensified,the American government recognized that economic assistance could not to resist the Soviet’s threat.For this reason the focus of the American assistance turned to military aid,which could help American to balance the military power of Soviet Union.With the focus of assistance changing,the confrontation became more and more fierce.
