Wilson Administration's Soviet Russian policy holds an important position in the American diplo-matic history.We think that Wilson Administration's policy to Soviet Russian can be divided into tow periods: Bossing around and being hostile,worked by the time when "Treaty of Brest-Litovsk"was signed.Wilson govern-ment carried out these policies not only out of the USA's national interest,also because of the strong state power,and it was also the result of the ideology and Soviet Russian's diplomatic influence.This policy was passed on to and developed by his successor,causing the long-tern abnormal relationship between America and Soviet Russia.
