国家治理包涵了对产业的治理。文化产业规制现代化是国家治理现代化的一个组成部分。国内对文化产业规制的研究,大多是对已有法律法规的解读,须进一步从规制机制原理法治文化经济的高度深化研究。文化产业规制折射出国家文化经济制度、国家社会体制结构、国家公共服务与文化产业的关系。文化产业规制主要依据国家干预经济理论、干预文化理论和社会治理理论。核心价值观是决定文化性质和方向的最深刻的要素,是文化之魂,中国必须把社会主义核心价值观作为文化产业规制的关键环节,文化企业绝不能在市场大潮中迷失方向、在为什么人的问题上发生偏差。文化产业规制面临着促使文化产业顺应贡献于经济发展新常态的重大机遇与选择。《文化产业规制学》应面向世界文化产业,把体系建构与问题研究有机结合,具有时代感、针对性和前瞻引领意义。

Culture industry regulation reflects the relationship among the national culture and economic system,the social system structure,the public service and the culture industry. It is mainly based on the theories of state intervention in the economy and culture and social governance theory. Core values are the most important factors that can decide the nature and direction of cultures,so China must take the socialist core values as the key point of culture industry regulation. Besides,culture industry regulation faces the great opportunity of making culture industry contribute to the economic development. Therefore,culture industry regulation should be geared to the needs of culture industry and combine the system construction with problem studies.
