黑龙江省县域经济视域下高校毕业生就业需求状况探究 被引量:2

Research on the Employment Demand of College Graduates under the Perspective of County Economy in Heilongjiang Province

摘要 黑龙江省县域经济发展与高校毕业生就业问题息息相关,县域经济发展特色化、引进人才的常态化、搭建平台的制度化为全面贯彻落实省政府工作报告中提出的关于"留住更多我省培养的优秀人才,为黑龙江新一轮经济发展积蓄关键力量"的要求提供有力支撑。通过以"问题"为导向的深入省内16个县域及相关企业开展高校毕业生就业市场调研,召开与县域人力资源和社会保障局等有关部门、企业及毕业生座谈会、问卷调查、实地参观走访等形式全面了解各县域经济发展和产业结构基本情况、吸引和促进高校毕业生就业创业的政策以及企业引才难、留才难的实际问题。尽管近年来各县委、县政府高度重视高校毕业生的就业情况,并出台了一系列鼓励高校毕业生就业、创业的优惠政策,但是效果不是十分明显,吸引人才的相关政策还有待于加强。虽然在招才引智上制定了一些相关优惠政策,但还是无法弥补区位上地势的不足,与其它地区的人才吸引优惠政策相比还有较大差距,在人才吸引力度上还亟待提升。 The development of county economy in HEILONGJIANG province is closely related to the employment of college graduates.The characteristics of county economic development,the normalization of imported talents,and the establishment of a platform are institutionalized into the comprehensive implementation of the work report of the provincial government.'Retaining more outstanding talents trained in our province.It will provide strong support for Heilongjiang’s new round of economic development.'Through the'problem'oriented in-depth study of the employment market of college graduates in 16 counties and related enterprises in the province,Holding seminars,questionnaires,field visits,etc.with relevant departments,enterprises and graduates of county human resources and social security bureaus to fully understand the basic conditions of economic development and industrial structure in various counties,policies to attract and promote employment and entrepreneurship of college graduates,and enterprises.It is difficult to attract talents and stay.It is a practical question.Although in recent years,county committees and counties have attached great importance to the employment situation of college graduates and have issued a series of preferential policies to encourage college graduates to find employment and start their own businesses.However,the effect is not very obvious,and relevant policies to attract talents still need to be strengthened.Although some relevant preferential policies have been formulated in recruiting talents,it is still unable to make up for the lack of geographical terrain.Compared with the preferential policies for talents in other regions,there is still a large gap in the attraction of talents,and there is an urgent need to improve the attraction of talents.
