协同视角下京津冀制造业转移及区域间合作

Transfer and Cooperation Mechanism of Manufacturing Industry in Beijing, Tianjin and Hebei under the Synergetic Perspective

利用2006—2014年京津冀13个城市数据,对京津冀27个制造业行业转移和集聚状态以及区域合作机制进行实证研究。研究表明:(1)京津冀制造业地理分工格局整体上呈现出'由北京向津冀转移'、'由北部向中南部转移'的变动趋势;(2)虽然北京制造业行业多处于转移状态,但仍在大部分行业中占有较高份额,能够在区域制造业转移和合作中发挥中心带动作用;(3)津冀各城市在各个行业都具有承接和发展优势,从而为区域制造业梯度转移创造了条件;(4)河北各城市在技术和知识密集型行业的竞争优势较弱,需要京津两地提供更多的外在动力。研究的政策涵义在于:加快京津冀区域制造业的合作,需要构建以北京制造业转移为中心,以天津先进制造业集聚区以及河北中南部制造业转型升级示范区为主体的多层次区域制造业合作体系,推动区域制造业协同发展和转型升级。

Based on the data of 13 cities in Beijing, Tianjin and Hebei from 2006 to 2014, this paper makes an empirical study on the transfer and agglomeration of manufacturing industries, and the cooperation mechanism of regional manufacturing. The results show that the pattern of regional division of manufacturing industries in Beijing, Tianjin and Hebei shows a shift from "Beijing to Tianjin and Hebei" and "from north to south-central". Although the manufacturing industry in Beijing is in a state of transition, it still occupies a high share in most industries and can play a central role in regional manufacturing transfer and cooperation. Tianjin and Hebei in all sectors have development advantages, so as to create favorable conditions for regional manufacturing gradient transfer. Hebei cities’ competitive advantage in the technology and knowledge-intensive industries are weak, which need more external power from Beijing and Tianjin. The author proposes to construct a multi-level regional manufacturing cooperation system with Beijing manufacturing industry transfer as the center, Tianjin advanced manufacturing cluster and Hebei manufacturing transformation and upgrading demonstration zone as the main body, to promote the coordinated development and upgrading of regional manufacturing industry.
