种养专业大户的农村土地经营权抵押融资需求意愿及影响因素——基于湖南4个试点县调查的实证研究

Demand Intentions and Contributing Factors of Major Farming Households for Mortgage Financing for the Rural Land Management Right: An Empirical Study Based on the Survey of Four Pilot Counties in Hunan Province

基于湖南省洞口、沅陵、双峰、桃江4县32村486个专业大户的调查数据,运用Logistic计量分析模型,实证研究种养专业大户的农村土地经营权抵押融资需求意愿及影响因素。研究发现:专业大户的农村土地经营权抵押融资需求意愿强烈。文化水平、耕种面积、收入水平、经营期限、利率高低、金融机构的金融产品类型、与涉农信贷员熟悉状况、财政支农资金支持程度、农业保险的政策支持程度和信用评价水平对专业大户的农村土地经营权抵押融资需求意愿存在程度不等的影响。就此提出扩大试点范围,针对专业大户特征推出不同类型的金融产品,健全农村土地产权市场体系和完善征信评价体系建设等政策建议。

Based on the survey data of 486 major farming households in 32 villages of 4 counties: Dongkou, Yuanling,Shuangfeng and Taojiang in Hunan province, this paper uses logistic model to analyze the demand intentions and contributing factors of major farming households for mortgage financing for rural land management rights. The study has found that major farming households have a strong desire of mortgage financing demand for rural land management rights. The literacy level, area of cultivation, income level, term of operation, interest rate, financial product type of financial institutions, familiarity with agricultural loan officers, degree of financial support for agriculture, degree of policy support for agricultural insurance and credit rating have different influences on the demand intentions of major farming households for mortgage financing for rural land management rights. Therefore, this paper puts forward that the scope of statutory license for rural land contractual management rights mortgage can be extended. In addition, the bank should design a variety of financial products for major farming households with different characteristics. Finally, the government should be committed to improve agriculture insurance coverage, establish credit system and perfect the market system of property right, etc.
