长株潭城市群水资源与经济发展要素的时空匹配 被引量:21

Spatio-Temporal Matching between Water Resource and Economic Development Elements in Changsha-Zhuzhou-Xiangtan Urban Agglomeration

摘要 水资源是影响社会经济发展、战略布局等城镇化重大措施实施的资源制约因素。文章以长株潭城市群2009—2015年水资源分布、水资源配置、经济社会发展等相关数据为基础,通过计算区域水资源与人口、土地面积、GDP等经济发展要素的基尼系数,对水资源分布、配置及其与经济发展要素匹配关系的演变规律进行研究。结果表明:长株潭城市群水资源分布和配置与人口、土地面积处于高度匹配状态,与GDP分布处于比较匹配状态;但在县域层面,水资源与经济要素的洛伦兹曲线反映出两者存在空间差异性的特点。通过计算研究区域水资源—经济发展要素的不平衡指数,进一步探讨了区域水资源分布、配置与经济发展要素在空间上的协调格局,揭示其主要的影响地区。在此基础上,提出了相应的措施建议,以期为协调研究区域水资源与经济的发展,优化调控水资源的配置提供参考。 Water resource is an important resource element directly related to socio-economic development and urbanization strategic layout. This paper, based on relevant data of socio-economic development and water distribution and allocation during the year of 2009-2015, calculates Gini coefficients of three economic development elements including population, land area and GDP in Changsha-Zhuzhou-Xiangtan urban agglomeration, and examines temporal evolution discipline of matching between water resource and economic development elements. The results indicate that the Gini coefficient of water resource distribution and allocation versus population and land area takes a low value and shows a high matching degree, the Gini coefficient of water resource distribution and allocation versus GDP shows a relatively match relation. However, at the county level, the Lorentz curve of water resources and economic elements reflects the spatial differences. By calculating the unbalanced index of water resources-economic development elements in the area, this study further explores the spatial coordination pattern of regional water resources distribution, allocation and economic development elements, and reveals the main influencing areas of the balance differences. On this basis, the corresponding measures and suggestions are put forward in order to provide reference for the coordinated development of regional economy, society and water resources and the optimization of water resources regulation.
