摘要
基于非期望产出的DEA-SBM模型,从时间维度和空间维度分析了我国城市群绿色发展效率在2011—2015年的变化情况,同时,通过构造均衡函数对城市群的均衡特征进行了分析。结果表明:从时间维度来看,2011—2015年我国112个环境保护重点城市的绿色发展效率整体呈现上升趋势;从时空分布来看,我国城市的绿色发展效率的空间分布发生了一定变化——从"西北、华中、华北低,东南高"逐渐演变成"西北、华中低,华北、西南、东部沿海高";我国城市群的绿色发展效率与均衡度呈现显著的负相关,所研究的19个城市群主要集中在H-H象限(高效高均衡)、H-L象限(高效低均衡)和L-H象限(低效高均衡)。最后,根据各类型城市群的绿色发展特征,本研究对各类特征的城市群提出相应的绿色发展建议。
Based on the DEA-SBM model with undesirable output, this study analyses the spatio-temporal changes of green development efficiency of urban agglomeration in China during 2011-2015 and the equilibrium between urban agglomerations by the use of the equilibrium function. The results showed that: from the time dimension, the green development efficiency of 112 key cities on environmental protection in China was on the rise during 2011-2015. From the temporal and spatial distribution, the spatial distribution of green development efficiency in China had changed a certain degree, distribution characteristics of 'the northwest, central and north low, the southeast high' gradually evolved into 'the northwestand central low, the north, southwest and east high'. There was a significant negative correlation between the green development efficiency and the equilibrium degree in China’s urban agglomerations. The 19 urban agglomerations are mainly concentrated in the H-H, the H-L and the L-H quadrant. Based on the above, this study puts forward the corresponding proposals for various urban agglomeration.
