中等城市在中国城镇体系中具有举足轻重的地位,对衔接大城市和小城市、沟通城乡发展具有极为重要的作用。中等城市发展是否充分,是衡量城镇化发展水平高低的重要标志。优化国土空间开发格局、推进区域协调发展,亟需培育一批战略腹地中等城市,其中产业是基础和关键。近年来随着市场需求和要素条件变化,中等城市普遍出现要素集聚能力低、产业结构层次低和发展活力弱、竞争力弱等问题,面临新旧产业接续"断档"风险。应抓住城镇化向纵深推进、互联网技术扩散应用以及体制改革持续深化等机遇,完善公共资源配置模式,加快补齐中等城市公共服务短板,支持中等城市在重大改革方面先行先试,提高承接产业转移的能力,探索不同类型中等城市产业发展路径,促进中等城市人口与产业协同集聚,全面提升中等城市功能和承载能力。

Medium-sized cities play an important role in China’s urban system and play an extremely important role in connecting large cities and small cities and communicating urban and rural development. Whether the development of medium-sized cities is sufficient is an important indicator to measure the level of urbanization development.Optimizing the development pattern of land space and promoting regional coordinated development, it is urgent to cultivate a number of medium-sized cities in strategic hinterland, of which the industry is the foundation and the key. In recent years,with the changes in market demand and factor conditions,medium-sized cities generally have problems such as low factor accumulation ability, low level of industrial structure, weak development vitality, and weak competitiveness. They face the risk of ’breaking down ’ between new and old industries. We should seize the opportunities of urbanization to promote in depth,the application of Internet technology diffusion, and the deepening of institutional reforms, improve the allocation model of public resources, speed up the shortcomings of public services in medium-sized cities, and support medium-sized cities to take the lead in major reforms and improve their acceptance. The ability of industrial transfer, explore the industrial development path of different types of medium-sized cities, promote the coordinated agglomeration of population and industry in medium-sized cities,and comprehensively improve the function and carrying capacity of medium-sized cities.
