A Study on Promoting High-quality Development of China's Economy

高质量发展的核心内涵是供给体系质量高、效率高、稳定性高。经济发展质量变革、效率变革、动力变革是推动经济高质量发展的根本途径。中国经济发展质量、效率、动力和持续性均出现深刻变化,但与主要发达国家尚存较大差距。当前及今后一个时期,发展理念转变不到位、经济发展中的两难多难问题突出、科技创新瓶颈突破难度大、国际经济政治环境复杂多变、治理体系和治理能力不适应要求等,对中国经济高质量发展构成挑战。推动经济高质量发展,应以贯彻新发展理念为基本遵循,以建设现代化经济体系为基本目标,以供给侧结构性改革为主线,以质量第一、效益优先为导向,以技术创新和制度创新为动力,加快推动三大变革,努力提高经济发展可持续性,同时顺应要求加快完善政府引导调控体系、顺势而为谋划国际经济关系新布局,为高质量发展创造良好的社会环境和国际环境。

The core connotation of high quality development is the high quality,high efficiency and high stability of the supply system. Economic development quality change, efficiency change, and power change are the fundamental ways to promote high-quality economic development. The quality,efficiency, motivation and sustainability of China’s economic development have undergone profound changes, but there is still a large gap with major developed countries. At present and in the future,high-quality development of China ’ s economy still faces challenges as below: the development concept is not in place, the dilemma of economic development is outstanding, the bottleneck of scientific and technological innovation is difficult, the international economic and political environment is complex and changeable, the governance system and governance capacity are not adapted to the requirements, etc. To promote high-quality development of economy, we should follow the implementation of the new development concept as the basic goal,build a modernization economic system as the basic goal, take the supply-side structural reform as the main line, focus on quality first, benefit priority,and use technological innovation and institutional innovation. As a driving force,we will accelerate the promotion of the three major changes,strive to improve the sustainability of economic development, and at the same time comply with the requirements to accelerate the improvement of the government ’ s guidance and control system, take advantage of the trend to plan a new layout of international economic relations, and create a good social environment and international environment for high-quality development.
