京津冀距离建成世界级城市群有多远——基于熵值模型方法

How far is Beijing-Tianjin-Hebei from Building a World-class Urban Agglomeration: Based on the Entropy Model Method

《京津冀协同规划纲要》提出建设世界级城市群的目标,京津冀建设世界级城市群迅速成为政府和学术界关注的热点话题。本文从世界级城市群的概念和特征出发,构建了世界级城市群的评价标准和指标体系,对京津冀建设世界级城市群实施定量评价,发现城市密度不高、经济仍然不强、分工联系不畅等系统层面的三大短板和指标层面的七大短板,并动态预测了2033年能够实现建成世界级城市群的目标。在此基础上,分析了京津冀距离建成世界级城市群存在的阶段性原因、结构性原因和制度性原因,最后提出了对策建议。

The‘Beijing-Tianjin-Hebei Collaborative Planning Outline’proposes the goal of building a world-class urban agglomeration.The construction of a world-class urban agglomeration in Beijing,Tianjin and Hebei has quickly become a hot topic of concern for the government and academia.Starting from the concept and characteristics of world-class urban agglomerations,the evaluation criteria and index system of world-class urban agglomerations are constructed in the paper,and the quantitative evaluation of Beijing-Tianjin-Hebei construction of world-class urban agglomerations is carried out.It is found that the urban density is not high,the economy is still not strong,and the division of labor is linked.The three short boards at the system level and the seven short boards at the indicator level,and the dynamic prediction of the goal of building a world-class urban agglomeration in 2033.On this basis,the author analyzes the staged,structural and institutional reasons for the establishment of a world-class urban agglomeration in Beijing-Tianjin-Hebei,and finally puts forward countermeasures.
