摘要
根据2009—2016年中国28个省(区、市)的面板数据,采用面板门槛模型实证研究了非研发创新对高技术产业创新绩效的非线性影响,从全国和地区两个层面分析非研发创新对地区高技术产业创新绩效差距的影响,最后采用反事实计量研究方法对非研发创新影响创新绩效的水平和收敛性进行定量测度,研究结果表明:政府R&D资助不利于非研发创新效果的提高,而企业规模和出口强度有利于提升非研发创新效果;从全国层面看,非研发创新在东部地区的促进作用最大,在西部地区最小,从而显著扩大了创新绩效的差距;从地区层面看,非研发创新也拉大了东中西内部地区创新绩效的差距,其中对西部地区的影响最大,对东部地区的影响最小;非研发创新对东部和中部的贡献为上升趋势,近年来非研发创新增长大约使东部和中部高技术产业创新绩效大约增长了5%。
Based on the panel data of 28 provinces and cities in China from 2009 to 2016,the panel threshold model is used to empirically study the non-linear effect of non-R&D innovation on innovation performance of high-tech industry.This paper analyzes the impact of non-R&D innovations on the innovation performance difference among regional high-tech industries from both national and regional levels.Then the counter-factual measurement methods are adopted to quantitatively measure the level and convergence of non-R&D innovations affecting innovation performance.The results show that government R&D funding has a negative impact on the effect of nonR&D innovation,while the enterprise scale and export intensity have a positive impact on it.At the national level,non-R&D innovation has the greatest promotion effect in the eastern region and the least in the western region,which significantly widens the regional gap in innovation performance.At the regional level,non-R&D innovation also widens the gap in innovation performance among the east,central and west regions,with the largest impact on the western region and the least impact on the eastern region.In addition,the contribution of non-R&D innovation to the eastern and central regions is on the rise.In recent years,the growth of non-R&D innovation has improved the innovation performance of high-tech industries in the eastern and central regions by about 5%.
