农村土地经营权制度供给的性质分析

The Analysis on the Nature of Institution Supply About Operation Right of Agricultural Land

农村土地经营权是乡村振兴战略实施的重要问题。本文以土地所有权和经营权的归属为依据,将中华人民共和国成立以来我国农村土地制度的变迁划分为国民经济恢复期、农业集体化、农地分散经营和农地规模化经营四个阶段。随后,以是否满足社会经济对制度的需求以及是否对生产产生了促进作用为依据,将土地制度划分为生产性制度供给和非生产性制度供给。并基于划分依据对农村土地经营权制度供给的性质进行了分析,在得出了农村土地经营权制度供给是生产性制度供给的结论后针对制度供给提出了建议。

Operation right of agricultural land is a serious issue in the Rural Vitalization Strategy,we divided the institutions change of agricultural land in China into four stages,based on the ownership and management right of land taken up by different landowner,there are returning period of national economy,agricultural collectivization stage,decentralized operations period of agricultural land,scale operation period,and based on the four stages,we proposed that the institutions supply of agricultural land in China have been experienced three periods--the productive institution supply,non-productive institution supply,and productive institution supply,after that,we made the standard of productive institution and non-productive institution,which are whether satisfied the need of institution from economic society and made a good consequences,based on this standard,we analysis the nature of the institution supply about management right of agriculture in China,and we propose that the nature of the institution supply about management right of agriculture in China are productive system,after this,we made some advices to the supply of system.
