Rural Public Service Supply: Logic, Fragmentation and Integration

作为乡村振兴战略的重要组成部分,推动农村公共服务有效供给是提升基层社会治理效能的关键。一方面,农村公共服务通过中央制度安排、地方政策植入和县域资源竞争下沉到基层,使得乡村不论物质环境还是社会聚合度,都获得了长足的改进。另一方面,由于层级组织体制下的分级构成和行政区划设计,使得农村公共服务供给呈现主体多元化、资金分散化以及利益复杂化的多维失衡状态,农村公共服务供给相应地表现出碎片化的低效或无效状态。为实现农村公共服务的有效供给,必须以利益协调和规范为基础,借助资金整合与规制,逐步摆脱利益固化状态,进而推动乡村振兴。

As an important part of the rural revitalization strategy,promoting the effective supply of rural regional public services is the key to improve the effectiveness of grassroots social governance.On the one hand,rural public services have been transferred to the grass-roots level through central institutional arrangement,local policy implantation and resource competition in county areas,which has made considerable improvement in both the material environment and social cohesion of rural areas.However,on the other hand,due to the hierarchical structure and administrative division design under the hierarchical organization system,the rural public service supply presents a multi-dimensional imbalance of diversified subjects,decentralized funds and complicated interests,and the rural public service supply correspondingly shows a fragmented state of low efficiency or inefficiency.Therefore,in order to realize the effective supply of rural public services,it must be based on interest coordination and standardization,with the help of capital integration and regulation,gradually get rid of the state of interest solidification,and then promote rural revitalization.
