摘要
梳理泛亚铁路的"来龙去脉",有必要从冷战时代说起。从"一线三环"到"第三陆桥",中国有望将东南亚与欧洲连为一体。泛亚铁路要突破的三大瓶颈,包括外交协调、融资渠道与技术标准。从总体上看,中国主导泛亚铁路的可行性喜大于忧。重启泛亚铁路工程任重道远,操作上宜循序渐进。
To analyze the origin and development of TAR,it’s necessary to start from the Cold War Era.From the'One Line and Three Rings'to'the Third Eurasian Continental Bridge',China is expected to line Southeast Asia with Europe as a single entity.There are three bottlenecks needed to be eliminated of the TAR,which are diplomatic coordination,financing channel and technical standards.Generally speaking,there is greater feasibility than the impossibility of China to dominate the TAR.To restart TAR project should take patience and hard work,so China should advance gradually in due order to operate it.
