基于SWOT分析黑龙江省发展低碳经济的对策研究

发展低碳经济对于加快转变经济发展方式,提高我国的核心竞争力有着重要的作用。通过对黑龙江省发展低碳经济的SWOT分析显示,其在发展可再生资源、节能减排、进出口贸易方面具有一定的优势,且碳交易市场的发展及国际间合作的加强,也为黑龙江省提供了很好的机会。黑龙江省应针对当前面临着的能源消费以煤炭为主、节能减排意识较弱、低碳技术研发能力低、国际社会的压力和减排难度加大等劣势,充分认识锁定效应以后加大的减排难度以及国际社会压力加大带来的威胁,合理调整经济结构,创新低碳技术,加快优化能源结构,促使人们改变消费观念,推进低碳生活方式,促进全省低碳经济可持续健康发展。

It is significant to develop a low carbon economy for accelerating the transformation of China's economic development pattern and for elevating China's core competitiveness. The SWOT analysis proves that Heilongjiang has strength in developing renewable resources, energy conservation and emission reduction, and import and export trade. The growth of carbon trading markets and international cooperation also brings about the exciting opportunities. Heilongjiang now has weaknesses as coal is its main energy consumption source, the energy conservation and emission reduction awareness of enterprises and residents in the province is weak, and low carbon technology development is poor. In addition, the province also faces pressure from the international community and increasing difficulties in emission reduction. To develop a low carbon economy, the province should restructure the economy, upgrade low carbon technology, and speed up energy structure optimization process. The residents should also alter their consumption habit and get used to a low carbon lifestyle.
