激发河南省自主创新后发优势的制度建设研究

Research on Building System Unleashing Independent Innovation Potential of the Second Mover of Henan Province

河南省具有明显的自主创新后发优势,目前存在的突出问题是产业政策支持力度不够。为了充分发挥自主创新的后发优势,河南省必须建立和完善一系列支持自主创新的制度和政策,即建立健全鼓励自主创新的支持型财税政策和支持型政府采购制度;进一步完善鼓励、保护企业自主创新的产业政策和制度;构建促进产学研协同创新的开放式合作机制;建立健全促进自主创新的激励与约束法律机制;构建严密的自主创新风险防控机制和制度。

Henan enjoys the second mover advantage. Currently, it faces challenges such as insufficient supporting policies. To unleash the second mover potentials of independent innovation, Henan should formulate systems and policies that facilitate independent innovation. In specific, it should adopt fiscal and tax, procurement systems and industry policies encouraging independent innovation; it should build an open, cooperative mechanism that synergize industry, research and development; it should improve incentives, legal system and risk prevention regime of independent innovation.
