Study on Special Problems of Data Quality in Local Statistics in China

中国统计数据质量问题在地方与中央两个层面上的区别,是一种原材料与产成品意义上的区别。对于不同统计业务流程的数据质量问题而言,不应混用一套质量标准。'地方统计'视角下的数据质量问题集中于源头数据;准确性与真实性是统计数据质量问题的两个核心维度:准确性是衡量统计指标质量的主要尺度,而真实性是判断源头数据及传输中数据质量的核心标志;统计数据质量的衡量标准只能是统计工作全流程的合理性。

The difference between the central and local on issues about statistical data quality in China is a kind of raw materials and finished goods. Different quality standards need to be used in data quality problems in different statistical business processes. Data quality issues on local statistics focus on the source data. Accuracy and authenticity are two core dimensions of statistical data quality issues, which accuracy is the main measurement of the quality of statistical indicators while authenticity is the core mark to judge the quality of the source data and transmitting data. The rationality of the statistical work of the whole process is the only measure standard of statistical data quality.
