基于脱钩理论的资源型经济转型绩效评价研究

Research on Performance Evaluation of Resource-based Economy Transformation Based on Decoupling Theory

资源型经济转型绩效评价应依据资源型经济的可持续发展展开。在对资源型经济可持续发展进行具化分析的基础上,引入脱钩理论,从资源依赖度脱钩、生态环境压力脱钩、可持续发展能力耦合和可持续发展动力耦合四方面构建转型绩效评价指标体系,并以1999-2016年山西为例进行实证分析。结果显示:山西经济转型绩效综合指数从2011年之前的Ⅳ级提升到2011-2016时段的Ⅱ级;说明2010年"综改区"设立后,山西经济转型发展绩效显著。除可持续发展动力耦合指数外,山西资源依赖度脱钩指数、生态环境压力脱钩指数和可持续发展能力耦合指数的绩效等级在2011-2016时段都有较大提升。山西经济未来转型,应重视人力资本及技术、知识等要素积累,增强经济可持续发展动力。

The performance evaluation of resource-based economy transformation should be based on the sustainable development of resource-based economy.Based on the visualized analysis of the sustainable development of resource-based economy,this paper introduces the decoupling theory to construct the performance evaluation index system of economic transformation from four aspects:the decoupling of resource dependence,the decoupling of ecological environment pressure,the coupling of economic sustainable development ability and the dynamic coupling of economic sustainable development.Then,it takes Shanxi Province from 1999 to 2016 as an example to make an empirical analysis.The results shows that:The comprehensive performance index of Shanxi resource-based economy transformation has been raised from grade IV before 2011 to grade II during 2011-2016.This shows that the performance of Shanxi resource-based economy transformation is remarkable since Shanxi Province was set as'the Reform Testing Area of China’s National Resourced-based Economic Transition'in 2010.The performance grade of Shanxi resource dependent decoupling index,ecological environmental pressure decoupling index and sustainable development capability coupling index have been greatly improved in 2011-2016 period.However,the sustainable development momentum coupling index has not improved in 2011-2016 period.In the process of economic transformation,Shanxi should strengthen the accumulation of human capital,technology,knowledge and other elements,so as to enhance the motive force of sustainable development of resource-based economy.
