普惠金融与金融扶贫关系的理论研究

自从普惠金融概念出现以后,一直把其作为解决贫困问题的一种机制。我国也把发展普惠金融当作脱贫攻坚的重要手段,表明普惠金融与金融扶贫之间存在密切关系,应做深入理论分析。普惠金融不是一种具体金融形式,而是一种较为抽象的金融发展'理念'或'愿景',是一种能够造福全体人民的高级化博爱金融,具有鲜明特点与核心理念;金融扶贫有着深厚的理论基础;普惠金融与金融扶贫之间存在耦合性,表现在价值理念、使命宗旨、内在机制、目标绩效等方面的相关性、趋同性及其实现共同目标的相互作用状况。

Since the concept of inclusive finance emerging,it has been regarded as a mechanism to solve the problem of poverty.China has also taken the development of inclusive finance as an important means of combating poverty.It indicates that there is a close relationship between inclusive finance and financial poverty alleviation,and it should do in-depth theoretical analysis.The paper considers that inclusive finance is not a specific form of financial,but a more abstract idea or vision of financial development.Inclusive finance is a highly developed finance that can benefit all people.It has distinctive features and core concepts.The financial poverty alleviation has deep theoretical foundation.There is a coupling relationship between inclusive finance and financial poverty alleviation.It reflected in the correlation and convergence for value philosophy,mission purpose,internal mechanism,target performance,etc.And it reflected in the interaction of common goals between them.
