以立体化城市群建设带动东北全面振兴的对策

Constructing Three-dimensional Urban Agglomeration and Solving the Problem of Revitalizing Northeast China

进入21世纪以来,城市群建设已成为促进我国区域协调发展的重要方式。东北城市群主要包括辽中南城市群和哈长城市群,二者处于全国'两横三纵'城市化战略格局的北部、京广线纵向'动脉'的北线终端,是全国主体功能区的重要组成部分,在我国新型城镇化建设、区域协调发展等战略中占有极其重要的地位。构建以哈长、辽中南为轴带核心的立体化城市群,不仅可有效解决东北城市等级、规模、结构扁平化,以及省域单极核心城市带动效应不强、政企关系不协调、产业结构调整滞后、人才流失严重和生态环境恶化等现实困境,而且对于东北地区培育经济发展新动能、促进区域协调发展具有重要的现实意义。

Since the 21 st century,urban agglomeration construction has become one of the main strategic ways to promote regional coordinated development.The northeast urban agglomeration mainly includes the central and southern Liaoning urban agglomeration and the Hachang urban agglomeration.These two are in the northern part of the national'two horizontal and three vertical'urbanization strategic pattern and the northern line of the longitudinal'artery'of the Beijing-Guangzhou line,which is an important part of the national main functional area.They have extremely important strategic positions in China’s new urbanization construction and regional coordinated development strategy.From a practical point of view,the construction of a three-dimensional urban agglomeration with Hachang and central and southern Liaoning as the core axes can not only effectively solve the realistic predicaments of the northeast cities in terms of rank,scale,flat structure,weak driving effect of provincial unipolar core cities,imperfect relationship between government and enterprises,lagging adjustment of industrial structure,serious brain drain and deterioration of ecological environment,but also for regions at the national level.The development strategy of the region,the implementation of the strategy along the belt,the promotion of the overall competitiveness of the country,and even the main contradiction in solving the problem of unbalanced development,and the building of a well-off society in an all-round way are of great practical significance.
