跨境电子商务综合试验区创新实践与推进策略

Research on Innovation Practice of Cross-border E-commerce Experimental Zone

为鼓励支持跨境电子商务发展,我国在前期出台一系列行业发展政策的基础上,分别于2015年、2016年和2018年先后建立了35个跨境电子商务综合试验区。跨境电子商务综合试验区以服务跨境电商发展为目标,积极探索管理、服务创新,取得了明显成效,但在核心竞争力、监管服务创新、引导产业有序发展等方面仍然存在诸多问题。为更好地发挥跨境电子商务综合试验区的作用,进一步推动跨境电子商务健康有序发展,试验区应加大创新实践、保持政策连贯性、引导跨境电商企业转型、推动建立统计体系、参与跨境电商经贸规则制定。

In order to encourage and support the development of cross-border e-commerce,China has established 35 cross-border e-commerce comprehensive experimental zones in 2015,2016 and 2018,respectively,on the basis of previous policy practice.With the goal of serving the development of cross-border e-commerce,the comprehensive experimental zones have actively explored the innovation of regulatory services and achieved remarkable results.However,there still exist many problems in improving industrial competitiveness,carrying out the innovation of supervisory services,and guiding the orderly development of e-commerce industry.Therefore,in order to better play the role of the comprehensive experimental zones and further promote the healthy and orderly development of cross-border e-commerce,in view of these problem,this paper proposes that the comprehensive experimental zones should focus on strengthening the formation of their own characteristics,maintain policy coherence,guide the transformation of cross-border e-commerce enterprises,promote he establishment of statistical systems,and participate in the formulation of cross-border e-commerce economic and trade rules.
