对国家政法各机关而言,风险的判断、预警、防控及化解是一个大课题。行政执法必须走向程式化、精细化和社会化。关注公安边检行政执法风险,不仅是对边检执法人员的行动逻辑、边检执法相对人的心理动态进行解读,更是预防和及时解决执法冲突的新思路和新起点。找到行政执法风险解决机制,行政执法风险解决策略最佳模式,不让小风险演变成大风险,个别风险演变成整体风险,局部风险演变成区域性风险。
