政治安全是国家安全的核心和根本,履行国家政治职能,就是维护政治安全。实现政治安全,必须构建国家专门机关和特殊力量;司法权、军事权、警察权等强制性权力的配置目的,就是为履行政治职能,维护政治安全。据此,维护政治安全,是构建国家警察力量以及警察权形成的前提条件。警察权作用于公共安全管理领域与辅助刑事司法领域,警察机关的执法就是公共安全执法与刑事执法。因此,警察权配置为警察公共安全管理权与警察辅助刑事司法权两大类型。公共安全管理权的主要形式有:治安管理权、道路交通管理权、消防监督权、出入境与移民管理权、网络安全管理权、应急管理权等;辅助刑事司法权的主要形式有:刑事调查权、刑事侦查权、技术侦察权、刑罚执行权等。
