“依法治藏长期建藏”理念下四川藏区公安队伍稳定问题研究

Research on the Stability of Public Security Teams in Sichuan Tibetan Areas under the Concept of “Governing Tibet by Law and Constructing Tibet for Long-term”

人民警察的职业性质决定了思想政治教育工作和队伍建设的重要性。立足新时代,如何加强民族地区公安机关思想政治工作,维护民族地区公安民警队伍稳定,确保四川藏区本土公安人才不流失,推动区域外人才稳步引进,对促进民族地区社会的长治久安意义重大。本研究系统地阐述了"依法治藏、长期建藏"理论以及其内涵与时代意义,分析了"依法治藏"与"长期建藏"之间的辨证关系以及该理论对公安机关维护队伍稳定的价值和作用。剖析了当前四川藏区维护公安队伍稳定工作的现状与特点,特别是当前四川藏区维护公安队伍稳定工作中面临的困境。最后以问题为导向,立足四川藏区基层公安队伍思想政治工作的实际情况,从从严治党治警、丰富藏区警务人才培养与引进路径、深入推进人民警察职务序列改革等方面提出进一步维护四川藏区公安队伍稳定的有效对策,从而为四川藏区的长治久安提供坚实的人力资源保障。

The professional nature of police determines the importance of ideological and political education and team building.In Sichuan Tibetan areas,how to strengthen the ideological and political work of public security organs,maintain the stability of the police force,ensure that the local police personnel are not lost,and promote the steady introduction of talents outside the region is of great significance for promoting the long-term stability of the society.This study systematically expounds the connotation and time significance of'Governing Tibet by Law and Constructing Tibet for Long-term',and analyses the dialectical relationship between'Governing Tibet by Law'and'Constructing Tibet for Long-term',as well as the value and role of this theory in maintaining the stability of the public security organs;analyses the current situation and characteristics of maintaining the stability of the public security forces in Sichuan Tibetan area,especially the dilemma faced in Sichuan Tibetan area;guided by problems,puts forward effective countermeasures to further maintain the stability of the police force in Sichuan Tibetan area from strictly governing the Party and the police,enriching the training and introduction of police personnel and deepening the reform of the job sequence of the people’s police,so as to provide a solid human resources guarantee for the long-term stability of Sichuan Tibetan area.
