论微博反腐过程中公民理性精神的培育

On the Cultivation of Rational Spirit of Citizens in Combating Corruption through Weibo

微博反腐作为公民与政府部门多维互动的产物,不仅有利于加强行政监督,还有助于培育公民个体的政治参与意识,提高公民个体的政治效能感。文章在分析微博反腐主体互动关系基础上,充分把握公民参与微博反腐的影响因素,提议政府部门在规避公民参与微博反腐负效应时,应着力于加强理性精神宣传,推进微博反腐制度化,建立健全微博反腐问责机制,以期通过宣传影响和责任化问责引导公民理性精神的回归。

Combating corruption through Weibo,a product out of multiple interaction between citizens and government,does not only help with administrative supervision but also contribute a lot to enhance individual citizen's awareness of political participation and their personal political efficacy. The paper first makes a study on the influencing factors in citizens' combating corruption through Weibo and the interactions between the subjects involved in the process,and then proposes that the government should pay more attention to the institutionalization of combating corruption via Weibo through publicity of rational spirit while trying to avoid any potential negative effects of the new phenomena. It is recommended that a responsibility investigation mechanism be established so that common citizens will show their rational spirit in the new type of corruption combating.
