“大学院”制对高校“去行政化”改革的启示

A Comparative Study of the Reform of the“Big College System”and the Reform of the University's“De-administration”

民国时期的"大学院"制改革本质是教育"去官僚化",它与当今的高校"去行政化"改革在目的与手段上有着许多相似之处。虽然"大学院"制改革受到政治环境等的阻力未实现历史使命,但对当今高等教育"去行政化"改革有着重要的启示意义。高校"去行政化"改革需要在政府定位、发展需求、遵循规律、法制保障、思想传播等方面从"大学院"制改革中吸取经验与教训。

Although the reform of the'big college system', Which was the only reform of educational administrative system by means of improving the relationship between education and government in the modern history, did not accomplished its mission, it sheds light on the reform of the current university's educational 'de-administration'. There are similarities between the two, but there exist many differences. By summarizing the experiences and lessons from the failure of the reform of 'the Big College System' and analyzing the differences between the two,references are provided for the reform of the modern universities.
