对“资金空转”问题监测分析研究——基于支付系统区域资金流量的新视角

Monitoring and Analysis of "Capital Turnover" —— A New Perspective of Regional Capital Flow Based on Payment System

防控金融风险已成为十九大报告中我国目前面临的三大攻坚战之首,特别是由资金"脱实向虚"所带来的资金空转现象备受关注。本文通过对M市近五年来的支付系统资金流量数据、GDP以及两者之间比值的图形变动关系进行定性分析,从而建立起支付系统资金流量对资金空转问题的监测标准,对出现超过监测标准的异常情况进行风险提示和预警,为对"资金空转"问题监测的分析研究提供了一个新的视角。

Preventing and controlling financial risks has become the first of the three major battles facing China at present in the report of the Nineteenth National Congress.Especially,the phenomenon of capital vacancy brought about by the'de-reality'of capital has attracted much attention.Through qualitative analysis of the data of fund flow,GDP and the graphic change of the ratio between them in the payment system of M city in the past five years,this paper establishes the monitoring standard of fund flow in the payment system for the problem of fund idling,and provides risk warning and warning for the abnormal situation that exceeds the monitoring standard,which provides a basis for the analysis and research of the problem of'fund idling'.A new perspective.
