对加强农村信用体系建设实现精准扶贫的思考

Reflections on Strengthening the Construction of Rural Credit System and Achieving Precise Poverty Alleviation

延边州和龙市是人民银行总行指定的农村信用体系建设试验区,又是吉林省金融精准扶贫示范区,为农村信用体系建设增添了新的着力点。信用体系建设为普惠金融创新和精准扶贫提供了有力的技术支持,为优化"三农"经济结构调整起到了积极的作用。但是,在普惠金融创新和试验区体系建设中仍存在诸多问题,我们应从制度设计、部门协作等方面探索有效可行的途径和方法,做好信用体系建设,帮助农村按计划整体脱贫。

Yanbian Prefecture and Longshi City are the experimental areas of rural credit system construction designated by the People’s Bank of China Headquarters,and also the demonstration areas of financial precision poverty alleviation in Jilin Province,which have added new focus to the construction of rural credit system.The construction of credit system provides strong technical support for inclusive financial innovation and precise poverty alleviation,and plays a positive role in optimizing the economic restructuring of agriculture,countryside and farmers.However,there are still many problems in the innovation of Inclusive Finance and the construction of the pilot area system.We should explore effective and feasible ways and means from the aspects of system design and department cooperation,do a good job in the construction of credit system,and help the rural areas get rid of poverty as a whole according to the plan.
