转变监理费支付方式的研究

The Investigation on Changing Payment Mode of Supervision Fees

随着建筑市场的国际化趋势,投资主体呈多元化发展,监理行业正面临新的发展与改革,监理正处在由强制监理向非强制监理转型的过渡中.目前国家发改委已全面放开社会投资以及政府投资项目监理服务价格,执行市场调节价,这一系列新的形势使得监理行业面临全新的挑战.在实际工作中,建设单位对监理费支付方式的认识及实践等方面都存在不足.本文针对监理费的收费方式进行分析,在此基础上指出了监理费支付方式中存在的不足,提出了通过政府支付方式实现监理费的支付,通过监理费支付方式的转变促进我国建筑市场的完善与经济建设的发展.

With the internationalization trend of domestic construction market and the diversified development of investment subjects,the supervision industry is facing new development and reform,and supervision is in the transition from compulsory supervision to non mandatory supervision. National Development and Reform Commission has been fully liberalized social investment and government investment project supervision service prices,the implementation of market regulation price. This series of new situation makes the supervision industry face new challenges. In the actual work,the construction unit of the supervision fee payment way of understanding and practice and so on are insufficient. This paper analyzed four kinds of charges supervision fees,then pointed out the shortcomings of supervision fee payment,proposed the implementation of supervision fees paid by the government through the development of the means of payment,supervision fees payment to promote the change of perfecting the market construction and economic construction.
