摘要 According to the requirements of the Ministry of Culture, the fifth assessment and rating of public libraries will be in full swing in 2013.Commissioned by the Ministry of Culture, the Research Institute,National Library of China(NLC),has undertaken the revision of the fourth assessment and rating standards of public libraries and formulated the fifth version of assessment standards.Based on a systematic summary of experience and inadequacies of the previous four public library assessments and ratings as well as a comprehensive study of domestic and overseas researches and practices in public library assessments, the formulation of the new standards has taken full account of new situations and new tasks which public libraries have been facing currently, and has solicited suggestions from experts in various research and practice units. The new standards include seven parts:facilities and equipment, funds and personnel, document resources, service work, cooperation and coordination, management and commendation, and key cultural projects. The new standards have made revisions in the following aspects:linking-up with relevant policies and standards, optimizing the framework of indicators and score distribution, adding and deleting some indicators, rectifying the value assignment of some indicators, refining the remarks of indicators, and adjusting essential conditions for grading.
