全民健身路径工程治理中的公民参与研究

Research of Citizen Participation in the National Fitness Path Project Governance

通过文献资料、访谈等方法,对社区居民参与全民健身路径工程治理的现状进行调查研究。结果显示:全民健身路径工程治理中的公民参与情况并不理想,仅限于使用层面,而在全民健身路径工程管理的制度建设、规划与布局、路径工程维护等方面都缺少公民参与的身影。公民参与不足直接导致了工程的闲置、布局不合理、管理不善和经费使用不明确等问题。因此,调动公民参与积极性、提升参与能力、拓展参与渠道,是提升全民健身路径工程治理效益的必由之路。

Through literature, interview and other methods,the author researched current situation of citizen participation in the na-tional fitness path project governance. Results showed that citizen participation situation is not ideal;it is just for the plane of free-use, but is lacked in institutional construct, layout and engineering maintenance. The lack of citizen participation directly led to the negative effects of idle, irrational distribution, poor management and the use of funds is not clear and so on. Therefore, mobi-lize citizen enthusiasm, enhance ability and expand the channels of participation, is the only way which must be passed enhance the national fitness path project governance efficiency.
