智慧城市是城市信息化发展的高级阶段,也是未来大多数国家城市的发展动向。在社会领域,传统科层制管理模式已无法适应发展而暴露出种种弊端,与之相应的网络治理模式因促进信息公开共享、多元合作治理、网络民主协商显示出种种适应智慧城市发展的多种优势。作为智慧城市治理主体,地方政府应积极促进治理模式转型,从根本上推动城市的转型升级。

Smart city is the advanced stage of urban informatization development,and also the development trend of most cities in the future. In the social field,the traditional bureaucracy management mode has been unable to adapt to the development and exposed various drawbacks. The corresponding network governance model shows a variety of advantages to adapt to the development of intelligent cities because of promoting public information sharing,multi cooperative governance and network democratic consultation. As the main body of smart city governance,local governments should actively promote transformation of governance mode and fundamentally promote transformation and upgrading of cities.
