甘肃循环经济示范区建设中的公众参与问题研究

Research of public participation problems in Gansu province circular economy demonstration area construction

甘肃是资源型大省,循环经济是甘肃省实现可持续发展的必经之路,良性循环经济发展离不开公众参与。文章以甘肃省循环经济示范区为研究对象,通过问卷调查的方法,分析公众参与循环经济的现状。通过调研总结出甘肃循环经济示范区建设中公众参与方面存在诸多问题,其中公众范围不明、公众参与意识薄弱、相关法律时效性差、激励机制缺失是最为凸显的四个问题,笔者对这些问题进行了论证,最后提出了相应的对策建议。

Gansu province is rich in resources, circular economy is the only way to achieve sustainable development in Gansu province, a virtuous cycle economic development cannot leave the public participation. Based on circular economy demonstration area in Gansu province as the research object, through the questionnaire survey method, analyzes the present situation of public participation in the circular economy. Through the investigation concluded that public participation in the construction of circular economy demonstration area in Gansu province there exist many problems, including the public scope of unknown, public participation consciousness is weak, poor law timeliness, lack of incentive mechanism is the most prominent four questions, the author to these problems, finally puts forward the corresponding countermeasures and Suggestions.
