近年来,社区教育事业在我市城乡成为构建终身教育体系、学习型社会的重要载体,是助推社区文明建设的重要抓手。温州社区教育的需求呈现出全员化、多元化、专业化和地域性等特点,这对社区教育志愿者的队伍建设提出了更高的要求。与社区教育的多重需求相比,志愿者队伍在组织保障、系统规划、专业素质、群体覆盖等方面还存在诸多不足。推进温州社区教育志愿者队伍建设的健康发展,要着力加强顶层设计,加强制度规范建设;加大经济投入,提供经费保障;提高社会认可度,建立激励机制;加强培训力度,提升队伍素质;强化服务意识,满足志愿者的自我实现需要;实行项目管理,推动志愿活动全覆盖。
