船舶配备足够合格的船员是保证船舶安全航行的必要条件,但是目前我国部分小型运输船舶仍然存在着配员不足的问题。对此,必须加强配员不足船舶的处罚力度,加强船舶签证管理和现场查处力度,引入"诚信管理"机制,加强航运公司管理。
