在当前社会,公众参与环境保护是公众对国家政治公共生活参与在环境保护领域中的延伸,表现出公众对关系到自身生活质量和生存价值的关注。很多国家不但以法律形式肯定公民参与公共事务的权利,甚至明文规定某些政策制定过程必须有公民代表参加,更建立完善的公民参与渠道,电子政务和信息公开的程度为公民参与提供便利条件。

In the current society, the public participation in environmental protection, public participation in national politics involved in public life in the field of environmental protection, show the public their quality of life and survival value. Many countries not only in the form of law must be the rights of the citizen participation in public affairs, even stated in some citizen representatives to participate in policy formulation process, more established citizen participation channel, and the degree of information disclosure for citizen participation in e-government provide convenient conditions.
