早在两百年前,西方学者孟德斯鸠曾说过这样一句话:权力没有监督就会产生腐败,同时权力没有制衡就会产生专制,腐败严重扰乱了良好的社会秩序、阻碍经济的健康发展,当下中国的腐败问题十分严重,究其成因主要谈两个方面:一是制度方面的原因。二是传统文化价值观念的原因。体制上的原因主要有封建官僚政治体制的影响,旧体制固有的弊端,权力缺少监督和制约。另一方面指的是,人性中固有的弱点及缺乏良性社会调控而诱发腐败动机。
