党的十八大以来,仅仅围绕着全面推进依法治国,努力实现法治中国,以习近平为中心的党中央提出了一系列新思想、新观点、新论断及新要求,对党和国家事业起着重大的根基作用,发挥基层党组织在全面依法治国中的战斗堡垒作用,而农村是法治中国建设的基础,也是推进国家法律贯彻执行和民主法制建设的重要关键领域,农村基层党组织建设也是党在农村的执政关键所在。
