言论自由并不是说可以不计后果地随意讲话。时下一些公民由于多方面原因沉醉于有意或者无意传播负面言论的情绪之中,其偏激言论影响到了社会上的诸多成员。故此应当从多个角度予以考察,以引导和规范社会成员的言论。
