改革开放以来,随着物质文明建设迅速发展,中共中央把精神文明建设提到更加突出的地位,精神文明建设途径的长效机制建设就显得尤为重要。"凡人善举"道德实践活动是其中重要途径之一,虽然经过几十年的实践,但其"长效机制"尚未成熟、尚未完善,仍处于探索、研究阶段。本文从新的视角去审视、思考和研究"凡人善举"道德实践活动长效机制建设问题,从立人、立制和立法等不同维度提出新的具体措施,为其提供了新思维、新方法。

Since the reform and opening up,with the rapid development of material civilization,the spiritual civilization construction of the CPC Central Committee referred to a more prominent position,long-term mechanism construction of spiritual civilization construction way is particularly important. 'Human kindness' moral practice is one of the most important ways,although after decades of practice,but its long-term mechanism is not yet mature,is still in the exploratory,research stage.Problems in the construction of long-term mechanism,to examine this paper from a new perspective on 'human kindness' moral practice,from legislation and legislation of different dimensions and puts forward specific measures,provides a new method and new thinking.
