20世纪后半叶,我国同期启动了改革开放,创新发展和法治建设,在政策的强力驱动下,各个领域取得重要突破。30年后的今天,为了更好的实现创新、协调、绿色、开放、共享发展,我们需要用"综合集成"的新方法和"系统"思维,对改革、创新、法治三者的关系进行重新定位,从而进行总体分析,总体设计,总体规划,使得三者实现良性互动,从而实现新的发展。

In the second half of the twentieth Century,China launched the reform and opening up,innovation and development of the rule of law,in the policy driven,all areas have made important breakthroughs.30 years later,in order to achieve innovation,harmony,green,open,sharing and better development,we need to use a new method of 'integration' and 'system' thinking,re orientation the relationship between reform and innovation,the rule of law,so as to carry out overall analysis,design,planning,making the three realize the benign interaction,thus to achieve new development.
