流动人口医疗保障问题的思考及对策

流动人口本身是社会主义各项事业建设的功臣,可在我经过多方面的资料搜集以及对相关学术论文研读时发现,我国的流动人口在医疗保障的关注与参与上依然存在隐患。"重金钱、轻医疗"的肤浅意识已成诟病;按"等级"划分的户籍制度影响该人群享有社会福利颇深;无妥善的法律体系加强保障等严重制约流动人口医保机制的良性发展。本文研究了造成这种诟病的原因以及解决此类问题的对策,希望政府除了在加强流动人口的教育之外,还要严格完善《劳动合同法》以法律体系加固流动人口的医疗保障,从而提升整体医保参保率,提高我国经济发展。

The floating population is an important part of the cause of building socialism, in the aspects of data collection and the related academic study, China's floating population still exist hidden troubles in medical security concerns and participation. 'pay attention to money, ignore the medical' has been criticized; according to the 'grade' division of the household registration system affects people to enjoy social welfare; no proper legal system seriously restricts the healthy development of the floating population health insurance mechanism. This paper studies the cause of this criticism, and the countermeasures to solve these problems, I hope the government in addition to strengthen the education of floating population, but also strictly improve the legal system of 'labor contract law', strengthen health care, so as to enhance the overall health insurance rate, improve the economic development of our country.
