中国历来是一个农业大国。虽然城镇化进程加成在加快但农民所占比率依然居是过半的高数据。在这样的背景下,乡村治理就变得尤为重要。2015年中央一号文件提出要完善和创新乡村治理的机制。乡村治理需要动员和发展各种积极多方面的力量来实现乡村的现代化治理。以往的单纯依靠村委会或村民的治理机制已经难以适应新时代的治理发展需要。在乡村的众多主体角色中,乡村精英就扮演了一个十分重要的角色。他能够实现村民与村委会的良性沟通,从而达到一个良性治理的阶段。因而,要重视乡村精英在乡村治理的重要和独特作用,从而推动乡村治理的优势发展。

China has always been a big agricultural country. Although the process of urbanization is accelerating, but the proportion of farmers still occupy more than half of the high data. In this context, rural governance has become particularly important. In 2015, central document proposed to improve and innovate the mechanism of rural governance. Rural governance needs to mobilize and develop a variety of positive forces to achieve the modernization of rural governance. The governance mechanism has been difficult to adapt to the needs of the new era. The rural elite plays a very important role. It can realize the benign communication between the villagers and the village committee, so as to achieve a benign stage of governance. Therefore, we should attach importance to the important and unique role of rural elite in rural governance, so as to promote the development of rural governance.
