在全面推行依法治国,建设法治政府的进程中,权力清单制度的设立是明晰权力边界,确保权力正确行使,完善权力制约与监督的重要措施。本文从权力清单对简政放权以及揭示政府权力运行边界两方面对权力清单的价值做出论述。同时,在实践中,必须把握好政府的范围、权力的来源以及权利清单的性质,为政府权力运行提供依据,实现法定权利与实际权力的统一。

In the process of full implementation of administering the country according to law and the construction of nomocracy government, the establishment of the power list system is an important measure to clarify the boundaries of power, ensure the correct exercise of power, and improve the power constraints and supervision. This paper discusses the value of power list from two aspects: power list, decentralization and the boundary of government power. At the same time, in practice, we must grasp the scope of the government, the source of power and the nature of the list of rights, provide the basis for the operation of government power, and realize the unification of the legal rights and the actual powers.
